Board Member

Kathy is a native of South Carolina, having lived most of her life in Hartsville, SC. She attended Clemson University and married a Hartsville native, Luke Baxley (Buddy). During medical school and residency in Columbia, SC, they had 3 children, and the family returned to Hartsville in 1982 for Buddy to practice family medicine there until 2004 when he became ill. Buddy passed away in 2010.

Kathy managed her husband’s office until 1994 when she was hired as manager of Quorum’s Management Service Organization for all purchased physician practices. Kathy left this position in 2002 and began working with the Free Medical Clinic of Darlington County as the Executive Director until 2018. Kathy then moved to Beaufort, SC, to be closer to her children and grandchildren and to work as Practice Manager for Beaufort Memorial Heart Specialists. She recently retired from management and works parttime as the Pastoral Assistant at Tidal Creek Fellowship.

In 2021, Kathy and four members of her family started Lowcountry Medical Experts, LLC., which offers consulting services to assist with legal analysis of medical documentation and complex healthcare scenarios. Kathy serves as Business Manager.

In February of 2023, Kathy joined the Good Neighbor Free Medical Clinic’s Board of Directors and volunteers there on special projects. Combining work and faith is very important to her and having an opportunity to help others in difficult situations with their health speaks to her heart and soul. She is also serving on her neighborhood’s Willow Point Home Owners Association Board of Directors as Treasurer.

Kathy was a member of the Rotary Club of Hartsville, 2012-2018, and participated in services projects such as supplying dictionaries for schools, Ringing the Bell, and the annual BBQ dinner fundraiser. She joined the Sea Island Rotary Club of Beaufort in 2023 and currently serves as Secretary. Kathy enjoys all outdoor activities, spending time with family, has a strong Christian faith, and loves living in this beautiful low country area.
